I
have been researching the safety of educational (including preschool)
institutions for over 10 years. I collect and analyze data from the past and
the current situation around the world. My goal is to develop a practical,
effective system to ensure the safety of schools and other educational
institutions from threats of various types (both intentional and
unintentional), primarily criminal and terrorist in nature.
Is
it possible to make a school (kindergarten, college, university) a place where
children gain knowledge, life experience, creative and sports development,
socialize and relax without worrying about their safety, without turning the
school into an analog of a prison or a military base? I believe that yes, it is
realistic.
Why
has this problem not been solved to date? Because the current systems of
ensuring the security of educational institutions are not effective. They are
not able to solve the tasks of prevention and counteraction to existing (as
well as prospective) threats in a complex. Most of these systems are able to
reduce the probability of threats only partially, in some areas, ignoring
others. However, this approach makes the system practically useless, because
all the factors from which threats are formed are interconnected, so the impact
on only some of them has no effect on security as a whole.
It
is important to understand that threats in educational institutions are not
only «school shooters» or terrorism, but also transportation accidents, actions
of criminal gangs and extremist communities (which are now very actively
recruiting supporters and creating cells in educational institutions), drug and
weapons trafficking, theft, robbery, extortion, premeditated murder, sexually
motivated crimes, bullying, hate-motivated bullying, and natural or man-made
disasters, both natural and premeditated. Again, most of the above-mentioned
negative manifestations are interrelated. Therefore, the security system should
be built in such a way as to counteract all these phenomena.
No
less important is the fact that the current security systems of educational
institutions are mostly passive. They are designed only to contain threats, and
such a strategy cannot be effective. The system must be flexible,
multifunctional, and most importantly, active. Offensiveness is the key to
success, the causes of threats should not be contained, but eliminated, to be
proactive, using all available legal tools, scientific achievements and
technologies, such a strategy can completely change the current situation.
The
development of such a system is my main goal, my main work.
